I can also remember when you first thought about this idea. We were walking down one of the halls here and you were saying you didn't quite understand how you could get around all the opposition to trying something different. I think I pulled on your arm and said, ``Why don't you give them the option to leave it like it is?'' You are pretty quick. You never asked me again. But that has become the cornerstone, from your bill to this bill. For those who think what we are doing is really good and really right, that we are not trying to take it away. Right? Those people who say that is not enough, what must they be saying?
