I ask unanimous consent the Cantwell amendment be temporarily set aside, Senator Bingaman be recognized in order to offer an amendment regarding RPS; provided further there be 3 hours of debate equally divided in the usual form and that following the use or yielding back of time, the Senate proceed to a vote in relation to the amendment and that no second-degree amendments be in order to the amendment prior to the vote. The PRESIDING OFFICER. Without objection, it is so ordered.
