“I intend to vote for your NOAA amendment, and I compliment you on what it does. I do think you have some merit in the other amendments, including the last one. It is just very hard to do that kind of thing now on this bill. I think you have raised some real points about that big program. We ought to be careful when we have a $2 billion program, and we are not. It is not getting out there to small and independent businesses that have to go and seek private assistance, and you have made good points. It is just hard to do it on this bill. The NOAA amendment, I am telling you in advance, I am for you.”
