I want to tell them what I think the Democrats are doing to their grandchildren and to their children's future by the tactics they are taking here on the Senate floor in an effort to defeat a constitutional amendment. This is not said in any animosity or anger. It is because we are lodged in a very difficult war. Our war and our declaration of war is, we want to get rid of the deficit and we want the people of our country to back Members in that with a constitutional amendment. That is how we think we will win the war. If the war is declared in a constitutional amendment, and the people adopt it, then we will have at our side the full power of America saying, ``Enough's enough.
