“But, frankly, I think the arguments have been made as to why we should not adopt this amendment-- let me just repeat them in my own language, as I understand things. I say to my good friend from Connecticut, if in fact his amendment was adopted, I regret to tell him that there is very little probability that education program that he so much is working for, he and Senator Jeffords from Vermont--that part of education that has that mandate on it that requires the States and localities to put so much resource in it--there is little probability that discretionary money, having been put back, will go to those accounts. I know that is my view. The Senator is very welcome when he stands up to say what his view is. But, frankly, I think it is time to play square with everybody about moving this discretionary money around as if it was meaningful.”
