I think this amendment fits together a lot of concerns and fulfills a lot of concerns about the bill by many, many Senators. I hope the Senator would not ask for its division, but rather ask us to spend more time discussing it, which I believe, even though the consent agreement says a minute on a side, I think you might be clearly within your rights to say: This is a managers' amendment. Could we have some additional time? Certainly I would not object.
