“It seems to me that almost everybody who has looked at the Social Security system over time has said the most significant, positive thing that can happen for that Social Security system is to have a strong, growing, robust American economy with low inflation. I thought one of the big reasons we were all working on this balanced budget is because it is more apt to produce a strong, robust growing American economy than deficit spending of the type we have been undertaking for the last 40 years. Am I correct in that?”
