H.R. 3816, the Energy and Water Development Appropriations Act, 1997, is well within its budget allocation of budget authority and outlays. The conference report provides $20 billion in budget authority and $13.1 billion in new outlays to fund the civil programs of the Army Corps of Engineers, the Bureau of Reclamation, certain dependent agencies, and most of the activities of the Department of Energy. When outlays from prior year budget authority and other actions are taken into account, this bill provides a total of $19.9 billion in outlays. For defense discretionary programs, the conference report is below its allocation by $248 million in budget authority and $194 million in outlays. The conference report also is below its nondefense discretionary allocation by $87 million in budget authority and $85 million in outlays.
