I just say to my good friend--who is my good friend, perhaps one of the best here--there are plenty of smoke and mirrors in the appropriations bills, and I am not here saying we should abolish the appropriations process. If you would like a debate someday, we will go through 20 bills, and I will find you more smoke and mirrors than $3 billion in any given year in the appropriations process.

I want to say to all of you that what we have produced by way of a budget, a plan, should really be taken seriously by all of you.
I think you raise a good point. We have to be careful about the issue you raised. It is a serious one.
