“Senator Bingaman is correct. Section 210 was specifically drafted to address the concern he identified by focusing on nonmerchantable biomass that would not otherwise be used. It was our intent that the Secretaries implement the grant programs with sensitivity to alternative uses--both current and future--for the byproducts of preventive treatments, to the affects of other grants or support for encouraging the use of forest biomass that are provided pursuant to any other authority, and to the potential for alternative uses to provide a greater return to the taxpayer in the long run.”
