Will the formula become more satisfactory if it was brought to 1995? I do not think we got the evidence. My point is, however we go--I do not know which way the Senate is going to go--the truth of the matter is, those poor children you are speaking of in those two States are not getting very much now. That is the reason they are not going to get very much under this bill.
