I am very pleased today, Mr. President, that Senator Campbell introduced this critical legislation, and am proud to have supported and cosponsored his efforts from the beginning. He and I have faced many a battle regarding this issue over the years. I believe, however, that this legislation reflects the cooperative efforts among the parties to secure needed water supplies in Colorado and New Mexico, and I am pleased it may finally become law. While we are running out of time in this Congress, the Secretary of Interior signed a Record of Decision on September 25 supporting these amendments, and his staff helped to negotiate them. The time is ripe for action. After years of hard work by the proponents, everyone is ready to move forward. The Southern Utes and the Ute Mountain Utes have a 5-year window before they have to sue to enforce their water rights. Passage of this legislation will settle negotiated claims by the Colorado Ute Tribes on the Animas and La Plata Rivers, while protecting other water users.
