The biggest thing that has happened with reference to the surplus is, No. 1, the Congress, led by the Senate, decided to increase the stimulus this year in this remaining part of the budget cycle. We decided in conference and then voted, with very large votes, that $72 billion would be given back to the American people during the remainder of this year. That is a very large sum. It is the most prudent thing we could have done. Looking back, I am very glad we did it.
