I want to point out to the distinguished chairman that it was because the chairman of our subcommittee, who has worked so hard on this, asked us to do this in full committee. We did not raise it in subcommittee. We had a long discussion about it. The gentleman from Michigan (Mr. Knollenberg) asked us to hold up and do it in full committee. So the committee on a bipartisan basis agreed to that strategy. This was not because it was not a big priority. It has been a big priority all year. So the gentleman from Iowa, the chairman of the Committee on the Budget, is misinformed on this subject.
