I would again point out that there is a statement of the administration saying they strongly object to the language and provision concerning the designation of critical habitat to the endangered marbled murrelet on private lands in California. The provision adopted by the committee would adversely affect the administration's effort to achieve balanced implementation of the critical habitat designation for this species, and would set a dangerous and unsupportable precedent that would lead to costly and time-consuming litigation. I want the gentleman to know that the administration again strongly, as he knows, strongly opposes this rider.
