I think that was clearly the understanding that the gentleman from Ohio (Mr. Regula) and I had when we were responsible for getting this thing established some time ago. Obviously, the Endangered Species Act is still in place, and they have other money to look at these things. What the gentleman is saying is that is money they should use for this purpose.
