I rise in support of the Cox-Dicks amendment. The amendment is bipartisan and represents a good common ground that members of both parties can support. Most importantly, it will help to solve the important security problems we have at the Department of Energy... I am proud that the House has managed to address this problem in a bipartisan fashion. We have had several bumps and long terms along the road, but we have arrived in the right place I believe. I commend the gentleman from California (Mr. Cox) for working hard to ensure the bipartisan agreement was possible. The amendment we have crafted, while not perfect, is a good one. I urge members to vote for this amendment to help solve the glaring security problems at the Department of Energy.
