I just want to make sure we have this understood here. Nothing happens. There is a moratorium until Ed Curran, the new Director of Counterintelligence, certifies that we now have in place an effective counterintelligence program. Then, under the Cox-Dicks amendment you would have 45 days, and Congress would then have a chance to review it. So you would have 60. But this is 60 days after the new head of counterintelligence certifies that we have an effective plan in place. Why would we want to keep it on for two years after that? That does not make any sense.
