of course the gentleman, who has done so much on this particular issue, realizes also that the administration requested a much larger deferral; that we can defer this money until the end of the fiscal year and the testimony is that it will not have any effect whatsoever on the programs, the substance of the programs. All the projects will go ahead, but it does make the money available for this amendment.
