I want to end the debate on our side by saying I strongly support the conference agreement, and I hope Members will vote for the conference agreement. I appreciate the comments made here tonight. We are going to work hard to resolve the problems on the trust account issues. We will work with the authorizers. The chairman and Mr. Rahall are acting in very good faith. I know there has been a hearing, and they are going to have another hearing. We need a solution to this problem, and I pledge tonight to my constituents back in the State of Washington that I will work tirelessly for a solution to this problem, so we can do justice to the holders of these accounts.

Would you explain--you say here you have these two brigades, except pursuant to article 5 of the North Atlantic Treaty. Could you explain what the impact of this is, the treaty commitments here?
