The Clerk read as follows: Mr. Dicks of Washington moves that the managers on the part of the House at the conference on the disagreeing votes of the two Houses on the Senate amendment to the bill, H.R. 2112, be instructed to insist on (1) the highest level of funding for the ``Federal Highway Administration--Emergency Relief Program'' account, within the scope of conference and only for activities consistent with the definition of ``disaster relief' included in the Budget Control Act of 2011, and (2) the highest level of funding within the scope of conference for the Community Oriented Policing Services (COPS) programs. {time} 1240 The SPEAKER pro tempore.
