I think we ought to have a little colloquy here, a little dialog on this. I appreciate that the gentleman has been on the floor and has been very much involved in other matters. He makes some very important points. The thing that I have always believed in and the great secret of our success in the cold war was that America stood for strength but it also stood for deterrence. We had a strong capable military so that we could deter the Soviet Union and its allies from ever attacking us in NATO.
