I ask to speak for as much time as I may consume. I understand there will be other amendments that may be offered. We are trying to debate and pass the Defense appropriations bill. I thank the Senator from Alaska and the Senator from Hawaii for their good work in trying to move this bill through because they have done an outstanding job. I find myself in a very unusual position because, of course, I voted for cloture because I want to pass this bill. We absolutely have to pass a Defense appropriations bill. Unfortunately, we have had 48 soldiers from Louisiana die, many more wounded. Families are still mourning those losses and we have to figure out a way to get the job done over there, and get it done right and get our soldiers home. We need to move on with this bill. As my colleagues know, at about 4:30 this morning this bill will pass under the cloture rules and we are going to go on. But I have decided to take some time until 4:30 this morning to talk about a war that is going on at home and that is a war we are fighting on the gulf coast to stay alive, to protect our way of life, to keep the American flag flying over Louisiana, Mississippi, and Alabama.
