I understand it has been a difficult time, but this is a difficult situation, and I know that we have held everybody here a day longer than they thought they would be here. We thought we would get out of here about 10 o'clock last night, or 11. I thank Senator Stevens for his patience. He has been very patient, and Senator Inouye, as they have managed this bill. I thank Senator Frist for the hours of discussions that he has had, but I will say in closing that when you have power, Mr. President, I believe that we should use it in the wisest and best way. I don't think the work we are doing here is the wisest and the best. It may be the best we can do, but this Senator does not think it is what we should do. I yield the floor. The PRESIDING OFFICER.
