I am so pleased that Senator Coleman has joined me as a co-chair of the Adoption Caucus to help lead the 213 Members of Congress who have joined our coalition. As the Senator pointed out, it seems that around this place adoption is the only issue on which we can all agree and work so well together. I don't know if it is a tribute to us or to the children who bring us together in a very special way. The States of Arizona, Hawaii, Iowa, Kentucky, North Carolina, Oklahoma, and Wyoming have more than quadrupled the number of public agency adoptions in their States. It takes a lot of effort, not only on what we do in Congress, but for Governors, legislators, caseworkers, social workers, and judges. I wish to call those States out today to thank them for their extraordinary work. All States are making progress, and we are happy with what the statistics will show. But those seven states are making special progress. Secondly, we want to be sensitive in our movement, if you will, to the role of birth parents and to honor the choices that birth parents make to the process of making good decisions and creating good outcomes.
