“This is the right compromise on the estate tax at the right time. It is going to bring order to this tax that should be paid. It is about what Kent Conrad has done, by generating a budget that generates surpluses, enabling us to give tax relief, so we can give tax relief to small businesses and farms and people who have built their businesses. That is what this amendment does: a $5 million exemption, a 35-percent rate, and we will continue to take it down as the money comes forward to do so.”
