Mr. President, the adoption tax credit is broadly supported in this Chamber by Democrats and Republicans. It is one of the issues we seem to be able to come together on to say, yes, we believe in adoption. Adoption affirms life. It affirms families. It helps us to build families in very special ways. It provides an opportunity for children who don't have parents, and for parents who desperately want children, to get together. Over the last couple of years, together, Democrats and Republicans, the White House, President Clinton and the First Lady, have been aggressive advocates of adoption. We have made great progress. Just last week, under the tremendous leadership of Chairman Helms, we passed the first ever International Treaty on Adoption.
