Since the men and women in our armed services provide 100 percent of our national security, they deserve at least 1 percent of the tax cuts as outlined in this budget resolution. We are the largest employer as the Federal Government. The members of our armed services constitute the largest single workforce in America not yet covered by a thrift savings plan. This amendment does not ask for the same match program we have but that simply they be allowed to have a thrift savings plan. It allows for the participation by all members of our armed services, and it will not replace the current military retirement plan. I understand this amendment is acceptable, and I ask for a voice vote.
