“Is the Senator from Arizona suggesting the $6 billion that is on the list for the Reserves has not gone through the regular order? Mr. McCAIN. I am suggesting to the Senator from Louisiana, this is a very large appropriation which has not been examined by members of the committee themselves in this context and is added after carefully thought out, carefully requested amounts of funds have gone through the Appropriations Committee in the form of an emergency supplemental. I am sure these are all worthy causes. There are billions and billions of dollars of worthy causes.”
