This amendment asks the Congress to waive the 10-percent match which was done in this case and in this case. It most certainly should be done in this case. That is the essence of this amendment. It would not only mean fairness and parity and equity for the survivors of Hurricanes Katrina and Rita, in line with what we have done, but it would also substantially expedite the rebuilding work that is underway and is tied up in redtape--in mindless redtape--because of this requirement. So I am asking for the Congress to act swiftly on this bill to get that done.
