I rise to introduce and send to the desk the 21st Century Citizen Soldier Benefits Act which I introduce on behalf of myself. I thought I would take a moment this afternoon to outline the framework and the context of this bill because it has to do with our Armed Forces. It has to do with a very important component of our Armed Forces, which is our Guard and Reserve units, part of our total force, a very important part of that total force as I hope to outline. This is an attempt to put before the Senate and the Congress a comprehensive bill--one that I find and I know people in Louisiana across party lines and in very energetic and enthusiastic ways support because the need is so great--to support our men and women in uniform, particularly our Guard and Reserve components. If the war on terror is teaching us anything--and we are learning some tough lessons each and every day as we move forward through this war--we all know we cannot defend this Nation adequately without the strength provided by our National Guard and Reserves.
