I realize the gentleman from North Carolina [Mr. Coble] is probably one of the most gifted lawyers in the House. I wanted to point out that whenever we cut taxes, it is never in order. Let me say something: When you read this amendment, and the appropriate statute, you find that the ferry is defined as a public service. Then the tax does not apply. Also, I want to point out that the second argument is that the amendment gives the Secretary the authority to reduce expenditures in the amount equal to the tax not collected. Therefore, this amendment is in order.
