If we are successful in our efforts to promote democracy in Venezuela, Cuba, and Nicaragua, and we intend to be, we will need to provide assistance that is qualitatively and quantitatively different than what we are providing at present to combat the repressive regimes that hold those countries hostage.

It is not working for the people if you do not let the people make a choice.
Russia clearly is involved with Venezuela. They very visibly sent troops there to try to buck up Maduro.
They should do that and abide by the result. If they do not, we are making clear that there are going to be some serious consequences in their relationships throughout the region.
