The Senator raises an excellent point. There are negotiations that occur that are in the best interest of the United States. Of course, we want to encourage those negotiations to proceed. Is the Senator aware there is nothing in the Dayton-Craig amendment that would require the Senate to step in on these matters? It simply permits the Senate, by a majority of the Members, to do so if, in the view of the majority of the Members, what has been negotiated is not in the best interest of the United States.
