We see this as two roles: defend the Nation and protect our civil liberties and privacy.
Our desired end state is to maintain and preserve the U.S. freedom of access to allow maneuver in cyberspace while supporting the same for our allies and partners.
Some of these are still going to be classified and should be because if we tell the terrorists every way that we are going to track them, they will get through and Americans will die.
What this shows me... is our defense is terrible, and we don't have any consequences.
