[i]f the President determines a cyber event does meet the threshold of a use of force/armed attack, he may determine that the activity is of such scope, duration, or intensity that it warrants exercising our right to self-defense and/or the initiation of hostilities as an appropriate response.

Neither the Government nor the private sector can capably protect their systems and networks without extensive and close cooperation.
We need to up that defense. We need to share information so that DHS can do the job that I believe it is there for.
What this shows me... is our defense is terrible, and we don't have any consequences.
