Great harm has already been done by opening this up, and the consequence I believe is our security is jeopardized.

Neither the Government nor the private sector can capably protect their systems and networks without extensive and close cooperation.

I believe it has, and I believe it will hurt us and our allies.

What this shows me... is our defense is terrible, and we don't have any consequences.
