Because the tax burden is going up in the billions on the side there, the x-axis. Does my colleague see that on the side? It is the amount of tax in billions--the actual taxes you are taking from people, the tax burden, that is the problem. Look at it this way: If you are taking $2.5 billion from people today and then at the end of your budget you are taking $3.15 billion from people, that is all coming out of those tax numbers.
