I guess I find it difficult to argue that it is a diversion when the resolution that I am proposing simply says that we will support the troops who are being asked to carry out the mission they have been assigned. This is not a diversion. This is a responsibility, I would think, of every Member of the Senate to take a position on whether they support giving the troops who have been assigned the task, the equipment, the financial support, and the logistical support they need to protect themselves and carry out that mission. I think to call that a diversion does not do justice to our troops in the field, so I am concerned about that. It does seem to me for the Senator from Nevada to take that position is inconsistent with the basic philosophy of Congress, which is that the first responsibility in a matter of warfighting is to support the troops.
