I thank the Senator. In my view this is a very legitimate goal and I join the Senator from Alaska in expressing the hope that the agencies will revisit this matter. AMENDMENT NO. 3290 (Purpose: To provide for the payment of special masters, and for other purposes) At the appropriate place, insert the following: SEC. ____. SPECIAL MASTERS FOR CIVIL ACTIONS CONCERNING PRISON CONDITIONS. Section 3626(f) of title 18, United States Code, is amended-- (1) by striking the subsection heading and inserting the following: ``(f) Special Masters For Civil Actions Concerning Prison Condition.--''; and (2) in paragraph (4)-- (A) by inserting ``(A)'' after ``(4)''; (B) in subparagraph (A), as so designated, by adding at the end the following: ``In no event shall a court require a party to a civil action under this subsection to pay the compensation, expenses, or costs of a special master. Notwithstanding any other provision of law (including section 306 of the Act entitled `An Act making appropriations for the departments of Commerce, Justice, and State, the Judiciary, and related agencies for the fiscal year ending September 30, 1997,' contained in section 101(a) of title I of division A of the Act entitled `An Act making omnibus consolidated appropriations for the fiscal year ending September 30, 1997' (110 Stat.…
