It is important that the Congress have a budget. It is uniquely the Congress's responsibility to have a budget. Although the President's budget gets soundly beaten about the ears here, the President's budget is not a factor in the sense that it is part of the congressional budget process. The congressional budget is uniquely an entity of the Congress. The Congress passes it. It does not go to the President for his signature.
