I did want the whole amendment read so it would be understood. It is an amendment which on its face says, as I stated, if somebody is going to borrow from the Federal Government, even when they are getting twice the price for their product they should be getting, if somebody is going to borrow from the Federal Government, they ought to pay the Federal Government back. Now, some will claim they can take the sugar and then the Federal Government can sell the sugar. That is true, but if there is a difference, the Federal Government eats the difference. There is no reason the Federal Government should be put at that risk. They are not put at risk for students, veterans or homeowners, so we should not be put at that risk for sugar growers simply because they have the capacity to protect themselves in the legislative arena better than students, homeowners or veterans.
