it is important to note this is a reprioritization within the budget. I happen to agree with this reprioritization, but it comes out of what is known as the 920 account, which means in order to pay for this, it is an across-the-board cut to all other accounts. I think the Senator is correct that if we are going to prioritize spending, I am willing to do an across-the-board cut to all accounts to put more money into NIH and more money into LIHEAP. I suggest we take it on a voice vote, unless the Senator wants a recorded vote.
