The assistant legislative clerk read as follows: The Senator from New Hampshire [Mr. Gregg], for Mr. Sessions, proposes an amendment numbered 1139. The PRESIDING OFFICER. The clerk will please report the second-degree amendment. The assistant legislative clerk read as follows: The Senator from New Hampshire [Mr. Gregg], for Mr. Kennedy, proposes an amendment numbered 1225 to amendment numbered 1139.
