I don't believe we should be increasing taxes on the American public disproportionately. This amendment increases taxes by $9.8 billion. It does not necessarily fund the Pell grant program, but in this bill, under the leadership of Senator Nickles, we have funded the Pell grant. We have increased it by almost $1 billion, and we continue a large commitment to this program, which is very appropriate and which is being undertaken in an aggressive way in the budget as presented. So I would vote against this tax increase, and mention to the people in New Hampshire that I continue to oppose taxes.
