I will speak to Senator Grassley's amendment. What Senator Grassley is suggesting is we give the Secretary of Health and Human Services the authority to extend the signup time for senior citizens, and if we extend such signup times, there will be no penalty against the senior citizens. It is an excellent amendment. I hope it will be supported. The PRESIDING OFFICER. Who yields time to speak in opposition?
