The amendment (No. 4649), as modified, was agreed to, as follows: On page 127, between lines 2 and 3, insert the following: Sec. 540. Notwithstanding any other provisions of law, the Secretary of Homeland Security shall consult with National Council on Radiation Protection and Measurements (in this section referred to as the ``NCRP'') and other qualified organization and government organizations in preparing guidance and recommendations for emergency responders, to assist recovery operations, and to protect the general public with respect to radiological terrorism, threats, and events.”
