This is not a line-item veto. That pejorative is being thrown at it by people who think the line-item veto is inappropriate and transfers too much power to the President. That was settled in the 1990s when President Clinton was given it, and then it was ruled unconstitutional. This is the daughter of Daschle amendment. It is essentially rescission language that allows us to take a second look at waste and mismanagement that may occur as a result of earmarks being put in omnibus bills. We talk around here about earmarks and the inappropriateness of some of them. This is another opportunity for us to look at inappropriate earmarks and to eliminate waste as a result of that.
