I was wondering, is it not true that in this Congress, none of the appropriations bills, which is the business of actually operating the Government--appropriations bills being the bills which fund things like education, things like health care, things like taking care of roads--none of the appropriations bills have passed the Congress in time to meet the fiscal year?
