I think that Mayor Resnick is exactly right, there is a major role for localities in making sure that their consumers' needs are met.
Why not make it eligible to all technologies and let the agencies rate them?

I do not believe they have. As a matter of fact, I am the former Administrator myself of a Federal agency, and if I had implemented something so poorly that Congress instructed me to do, I would be embarrassed, frankly.
