I think that Mayor Resnick is exactly right, there is a major role for localities in making sure that their consumers' needs are met.

Why not make it eligible to all technologies and let the agencies rate them?

Our goal is to serve the most remote rural areas, to get the funds to those places that have no service or inadequate service.

I do not believe they have. As a matter of fact, I am the former Administrator myself of a Federal agency, and if I had implemented something so poorly that Congress instructed me to do, I would be embarrassed, frankly.
